Navigating the Nuances When Managing Work-Hour Limitations

“It is important to have a basic understanding of the nuclear fatigue rule regulation and how the rules are interpreted in FRMS because sometimes things are not always what they seem when managing work-hour limitations. For example, there is a difference between being a non-covered worker and a worker performing a non-covered work activity. Seems simple, but it can get complex. A non-covered worker is an individual who is not subject to work hour controls because the individual is not performing covered tasks in work categories, such as operations, maintenance, security, radiation protection, chemistry, or fire brigade. This is different than an individual performing a non-covered work activity that includes covered work during the same period. The federal regulation requires individuals who are beginning or resuming covered work to include all time in work-hour limit calculations. For example, this commonly includes time spent in training or when attending required health physicals. It is always safe to reach out to a peer who is experienced with rule interpretation to validate assumptions and to stay within compliance.”
